Elizabeth (Tea Leoni) must respond to ease fears in the upcoming Angolan elections in the upcoming episode 4, titled "The Dissent Memo," of the third season of the American political drama "Madam Secretary."

Due to a bombing at a political rally in Angola, the Bureau of African Affairs sends a dissent memo criticizing the Dalton Administration's lack of interest in the Angolan election. Elizabeth needs to find a solution to this problem and a way to respond to the memo.

Russell (Zeljko Ivanek), on the other hand, asks for Elizabeth's help, in order for President Dalton (Keith Carradine) to be included on the ballot in Ohio. Meanwhile, things are looking up for Henry (Tim Daly) and Jose (Carlos Gomez) as they are almost able to locate the antiquities stolen by terrorist group Hizb al-Shahid. Guest stars for the upcoming episode include "All My Children" alum Tonya Pinkins as assistant secretary for the Bureau of African Affairs and CBS Sports host James Brown as himself.

The promo trailer for "Madam Secretary" season 3 episode "The Dissent Memo" shows Elizabeth getting informed by her team that they have added the NFL diplomacy initiative for the President's topics. Since its election year, the team behind the candidate must do all the right moves. Before the clip ends, it looks like the POTUS will do an interview with James Brown about the NFL.

In one of the sneak previews of the episode, Elizabeth notices that the press has not mentioned the bombing in Angola. Russell mentions that the previous speech on China got Dalton a two-point increase in the polls. Although New York Times is interested in endorsing Dalton, they still have to work on Minnesota and Ohio.

Meanwhile, the previous episode, titled "South China Sea," saw Elizabeth negotiating with the Chinese Foreign minister in releasing the US environmental activists that were captured in South China Sea.
